Activities of Adult Education Department

A) Saakshar Bharat Mission

The Saakshar Bharat Mission (SBM) Programme was launched by the National Literacy Mission Authority, Govt. of India in 2009. The Goalpara district was selected for SBM as the female literacy rate of the district is below 50%. The Zila Lok Siksha Samiti headed by the Deputy Commissioner, Goalpara as Chairman and District Adult Education Officer, and Goalpara as Member Secretary started the programme in the month of June 2011. For the smooth running of the SBM 4 District Co-ordinators; 8 Block Co-ordinators and 162 Preraks engaged for the programme. The Officers/ Supervisors/ Staff of Adult Education are equally divided and engaged in both Goalpara and Bongaigaon district SBM.

The Adult Education Centre started on 01.12.2012 in 81 Gaon Panchayat Offices.

  • 3305 nos Lok Siksha Kendra started on 01.02.2013 covering 81 GPs (1st Phase).
  • 2000 nos Lok Siksha Kendra started on 01.01.2015 covering 67 GPs (2nd Phase).

Zila Lok Siksha Samiti conducted the National Institute of Open Schooling (NIOS) Examination from the year 2011.

B) Total Literacy Campaign

The Total Literacy Campaign was implemented in the district of Goalpara in 1995. The Goalpara Zila Saksharata Abhijan Samiti headed by the Deputy Commissioner, Goalpara as Chairman and District Adult Education Officer, Goalpara/SDO/EAC DC's Office, Goalpara as Member Secretary implemented the TLC programme till 2004 with due permission from the National Literacy Mission Authority, Govt. of India.

C) Rabha Literacy Programme

The Rabha Literacy Programme was implemented in cooperation with State Resource Centre, Assam as per the Project sanctioned by UNESCO, Bangkok. The Financial Assistance received from UNESCO, Bangkok on 18.11.2005. The Centre started on 01.01.2007. The Evaluation was done by the Gyan Bigyan Samiti, Assam on 14.11.2008.

The enrolment and achievement of the Rabha Literacy Programme are shown as follows :

D) Labour Literacy Programme

The 1st Phase Labour Literacy Programme was implemented in the district of Goalpara in 2007. The Aim and objective of this programme were to literate the Labourers of the 15-35 age group. As per approval of the Director of Non-Formal & Adult Education, Assam 7(seven) Nos. LLC in Goalpara and 1 No. LLC was established in the Bongaigaon district. The centres started on 1.05.2007 and were completed on 30.04.2008.

E) State Literacy Programme

The State Literacy Programme was implemented during the year 2010-11. A total NO. of 24 State Literacy Centres were established in both Goalpara and Bongaigaon districts. The centres started with effect on 1.06.2010 and ended on 31.05.2011.

The following materials supplied to SLP centres :

  2. Gyan Jatra Book - 720 copie;
  3. Water Filter - 24 No;
  4. Glass - 240 Nos;
  5. Earthen Slate - 720 Nos;
  6. Chalk pencil - 480 pkts;
  7. Clay pencil - 720 Nos;
  8. Exercise Book - 2160 Nos;
  9. Wooden pencil with Rubber/Sharpener - 720 Nos;
  10. Petromax light - 24 Nos;
  11. Hoarding - 2 Nos;
  12. Sign Board - 10 Nos;
  13. Banner - 100 Nos;
  14. Attendance Register - 24 Nos

F) 2nd Phase Labour Literacy Programme

The 2nd Phase Labour Literacy Programme was implemented in the district of Goalpara in 2013 as directed by the Director of Non-Formal & Adult Education, Assam. The Labour Literacy Centres started on 1.01.2013 and completed on 31.12.2013 in the same areas of 8 Nos. Rural Libraries (as started in the 1st phase) both in Goalpara and Bongaigaon districts.

The following teaching and learning materials were distributed to the learners :

  1. Primer - 120 Nos;
  2. Exercise Book - 120 Nos;
  3. Wooden pencil - 120 Nos;
  4. Attendance Register - 8 Nos;

The Evaluation was done by Deptt. Officers/Supervisors and the result is as follows :
